I am about days in out of an estimated for a tier 5. Sometimes it takes a year. Optimistic or not, it seems to me that HR for an agency would be in the best position of anybody to know estimated approximate timelines. Granted that they do not know the issues on each case thus they have given AVERAGE number of days to public trust adjudication being that they are involved in every investigation process.

I don't know for sure about other agencies. I think it helps if the agency adjudication is within the agency as the OPM seems to be backlogged for quite some time. If your in the investigative phase of the process a shut down should not cause too much delay in your case.
